A dry brush is used exactly in that way ... dry without the need for water or soap. But it is most comfortable and works best right before you shower.
USE: Using light circular motions, use the brush either on the stick or separatedly from it over your body as you would do as if you were washing. You can adjust how hard or light your pressure is depending on your comfort level and how sensitive your skin is.
